Welcome to the Forum Ryan. 
 The only suggestion i can make is  "Resident Liaison Officer." If you can give us a bit more detail on Lewis Wilson ie:- D of Birth ,where he lived, D of death, was he Married ,Wife's name etc.We may be able to track him down and get more info for you.

It need not be an occupation It could be his Initials in which case it could be this chap,

Hello all,
I don't actually live in Kent, or the UK at all. I live in Canada. A good friend of my dad's live in Kent and this gentleman passed away many many years ago.
When he visited Canada he brought with him books and things and one of these books had his name in it. I've always wondered what the "RLO..." prefix to his name meant. I hope someone can help me. Attached is a picture of his name.
