Well done Beachbum and thanks for your comment JohnFilmer.  At last one on mine that didn't get guessed too quickly.

The pub is called  Quart in a Pint Pot, Charlotte Square, Margate

What a bizzare building Johnnie Walker.
I had gone all along the North Coast looking at every Catholic Church.

Well done, it was straining my brain cell

To sum up the clues.

A folly
Can be easily seen on GSV
Seaside town
Eastern end of north kent coast
The building has five words in it's name
The building has been renovated recently
Very close to a Catholic Church
Overlooks a graveyard and a large CofE church with a steeple

As I understand it an idiom is a saying that shouldn't be taken literally. The name of this building is a saying of five words.

It's a good job you see this folly as you enter this building and not as you stagger out .......

The building is not what you would expect to see a folly on top of.  It's also out of keeping with the surrounding area.

If you stood on top of this folly and faced South, you would be looking at a graveyard and large church.  You would definitely see the sea from the steeple of this church.
Having looked again on GSV 3D there is a chance you might get a glimpse from the top of the folly.  I previously said it was unlikely.
